Scioperi generali del 28 novembre e del 12 dicembre - Toolkit per la ricerca precaria

Un passo avanti, milioni di euro indietro: ADI aderisce agli scioperi generali del 28 novembre e del 12 dicembre. Nella bozza di Legge di Bilancio proposta dal Governo Meloni, pur venendo introdotto un fondo unico per la programmazione triennale che riattiva i PRIN, mancano le necessarie risorse per sostenere ed espandere un sistema strozzato e sottorganico come quello della ricerca in Italia. Se infatti la tornata di PRIN PNRR ha visto un finanziamento di oltre 700 milioni, in legge di bilancio ne sono stanziati solo 150, che forse arriveranno a 200: meno di un terzo. Occore rafforzare la dotazione di risorse per dare certezze alle carriere di tutt* e sviluppo al Paese: il PNRR non deve essere solo un fatto isolato. La programmazione deve tradursi in più bandi e più finanziamenti, e deve prevedere misure specifiche dedicate anche a chi si trova subito dopo il dottorato, sul modello delle Marie Curie. Non serve distribuire enormi finanziamenti a sceltissimi gruppi di ricerca, come si fa con i FIS, se non ci sono opportunità per PhD e post-doc non strutturati. Serve un nuovo piano straordinario per assumere RTT e politiche di reclutamento ordinarie espansive. A fronte di circa 2 milioni di studenti in Italia ci sono 60.000 professori strutturati e 30.000 professori a contratto. Per raggiungere la media europea nella proporzione tra numero di abitanti e numero di ricercatori bisognerebbe stabilizzare almeno 25.000 persone. Per raggiungere il livello dei migliori partner europei, invece, dovremmo triplicare l’organico degli strutturati. Si tratta di cifre risibili per il bilancio di uno Stato del G7 e, soprattutto, di investimenti per il futuro del Paese.

Per questo l’ADI sciopera.

Lo sappiamo bene: le persone impegnate in un dottorato non godono di un vero diritto di sciopero, perché la nostra attività non è adeguatamente riconosciuta, né tutelata, né è considerata un lavoro. Come post-doc, invece, abbiamo il diritto di scioperare in piena regola solo se assunt* come dipendenti, con contratto di ricerca, incarico post-doc o RTT. Chi è in regime di collaborazione o parasubordinazione, chi cioè ha una borsa, un assegno, un insegnamento a contratto o un incarico di ricerca manca di questo fondamentale diritto. Ma proprio per questo la nostra astensione dal lavoro e le forme creative di mobilitazione che possiamo costruire assumono ancora più valore: servono a rompere il silenzio, a far sentire la nostra voce e a rivendicare un’università migliore.

I diritti si conquistano esercitandoli: anche il diritto di sciopero si costruisce attraverso lo sciopero. Per questo, come ADI, invitiamo tutt* a unirsi alle giornate di protesta al fianco dell* lavorator* di tutta Italia e a ribadire, insieme, che anche la ricerca si ferma. Per rendere concreta la partecipazione della nostra categoria, proponiamo la nostra cassetta degli attrezzi, fatta di pratiche e gesti collettivi che ci permettano di vivere davvero queste giornate di sciopero.

Utilizzo di una risposta automatica per i messaggi di posta elettronica

Le email rappresentano non solo una forma di comunicazione per noi, ma una vero e proprio mezzo di lavoro e di produzione. Interromperne l'uso per un giorno limita le mansioni che possono esserci assegnate e, grazie a una risposta automatica (che alleghiamo alla fine del documento), comunica le ragioni della nostra protesta, invitando contemporaneamente alla solidarietà e alla partecipazione.

Partecipazione alle proteste nelle città italiane

In concomitanza degli scioperi molto spesso non c’è un’unica manifestazione nazionale, ma decine di proteste e mobilitazioni diffuse in molte città italiane. Invitiamo tutt* a controllare le iniziative sul proprio territorio e la presenza di una sede ADI che aderisca allo sciopero. Se nella tua città non ci fosse un gruppo organizzato di dottorand* e assegnist*, partecipa comunque: unisciti alle piazze convocate dalle sigle sindacali promotrici dello sciopero e da tutte le realtà, dentro e fuori l’università.

Astensione dal lavoro

Chi ha un RTD, un contratto di ricerca o un incarico post-doc può scioperare con tutti i crismi. Consigliamo comunque a tutta la componente, sia dottorale che post-doc, di comunicare agli uffici la propria volontà formale di aderire allo sciopero. In alcuni casi questi potrebbero chiedervi di compilare un modulo per la registrazione formale dell’adesione. Questo permetterà di censire chidi noi avrà scioperato e, in alcuni casi, di applicare la trattenuta stipendiale, come avviene di norma per RTD, contrattist* di ricerca e incaricat* post-doc: si tratta di un gesto dimostrativo, che contribuisce a dare visibilità allo sciopero e incrementare la percentuale di adesione. Chi ha un insegnamento a contratto può sospendere le lezioni, decidendo autonomamente se comunicarlo a studenti e studentesse, ma dovrà chiaramente recuperare la lezione in data successiva. Ricercatori e ricercatrici, invece, non sono tenuti a recuperare la lezione.

L’astensione dal lavoro di alcun* di noi non è tutelata come quella dell* lavorator* dipendenti, ma non significa che sia impossibile!

Invitiamo altresì a comunicare con anticipo a relator*/supervisor* o principal investigators la propria indisponibilità al lavoro, spiegandone le motivazioni politiche

Un’altra modalità simbolica ma significativa consiste nel prenotare un posto in biblioteca o in sala studio e lasciarlo occupato con materiali informativi sullo sciopero (incluso questo documento), trasformando così anche gli spazi universitari in luoghi di sensibilizzazione.

RISPOSTA AUTOMATICA EMAIL 

Nonostante la mia posizione da dottorand*/post-doc non preveda un effettivo diritto allo sciopero, benché mi venga richiesto dall’Università un impegno esclusivo e a tempo pieno, assimilabile a quello di un lavoratore dipendente, oggi aderisco allo sciopero, promosso per la nostra categoria dall’ADI, sospendendo le mie attività lavorative per l’intera giornata e partecipando alle relative manifestazioni.

Incrocio le braccia perché la manovra di bilancio messa in campo dal Governo è dannosa per gli interessi di chi lavora nella ricerca e continua la devastazione dell'università pubblica in Italia.

Nello scioperare difendo anche il diritto allo studio e l’istruzione pubblica per una società più giusta. Esprimo di conseguenza la mia solidarietà nei confronti del popolo palestinese per lo scolasticidio che sta subendo, con la devastazione di scuole e università e lo sterminio genocida di student*, docent* e lavorator* della conoscenza. Il nostro Paese e le nostre università sono complici delle politiche israeliane: pretendo un cambio di passo immediato a riguardo. 

Oggi sciopero per ribadire che ciò che succede oggi a Gaza avviene NON IN MIO NOME.

One step forward, millions of euros back: ADI joins the general strikes on November 28 and December 12. In the draft budget law proposed by the Meloni government, although a Single Fund for Three-Year Research Planning has been introduced to reactivate the PRINs, the necessary resources to support and expand a stifled and understaffed system such as Italy's are lacking. While the PRIN PNRR round saw funding of over €700 million, the Budget Law allocates only €150 million, which may rise to €200 million: less than a third. The budget needs to be increased to provide certainty for everyone's careers and for the country's development: the PNRR must not be an isolated event. Planning must translate into more calls for proposals and more funding, and must include specific measures dedicated to those who have just completed their doctorates, based on the Marie Curie model. There is no point in distributing huge amounts of funding to select research groups, as is done with FIS grants, if there are no opportunities for PhD students and post-docs without permanent positions. A new extraordinary plan is needed to hire RTTs, open to all PhD , without reserved quotas, in compliance with the law. Expansive ordinary recruitment policies are needed. With approximately 2 million students in Italy, there are 60,000 tenured professors and 30,000 contract professors. To reach the European average in the ratio between the number of inhabitants and the number of researchers, at least 25,000 people would need to be stabilized. To reach the level of our best European partners, however, we would need to triple the number of tenured staff: hiring 120,000 people through ordinary recruitment. These are laughable figures for the budget of a G7 country and, above all, for investments in the country's future. I am crossing my arms because the budgetary measures put in place by the government are harmful to the interests of those working in research and continue the devastation of public universities in Italy.

We know this all too well: people engaged in doctoral studies do not enjoy a real right to strike, because our activity is not adequately recognized or protected, nor is it considered work. As postdocs, on the other hand, we have the right to strike in full only if we are hired as employees, with a research contract, postdoc assignment, or RTT. Those who are on a collaboration or quasi-subordinate contract, i.e., those who have a scholarship, a grant, a teaching contract, or a research assignment, lack this fundamental right. But this is precisely why our abstention from work and the creative forms of mobilization we can build take on even greater value: they serve to break the silence, make our voices heard, and demand a better university.

Rights are won by exercising them: even the right to strike is built through striking. For this reason, as ADI, we invite everyone to join the days of protest alongside workers throughout Italy and to reaffirm, together, that research too will come to a halt. To make the participation of our category a reality, we offer our toolbox, made up of collective practices and actions that allow us to truly experience these days of strike action.

Use of an automatic reply for emails

Emails are not only a form of communication for us, but a real means of work and production. Interrupting their use for a day limits the tasks that can be assigned to us and, thanks to an automatic reply (which we attach at the end of the document), communicates the reasons for our protest, while inviting solidarity and participation.

Participation in protests in Italian cities

Strikes are often accompanied not by a single national demonstration, but by dozens of protests and mobilizations spread across many Italian cities. We invite everyone to check the initiatives in their area and the presence of an ADI office participating in the strike. If there is no organized group of doctoral students and research fellows in your city, participate anyway: join the demonstrations organized by the trade unions promoting the strike and by all groups, inside and outside the university.

Work stoppage

Those with an RTD, research contract, or post-doc position may strike in accordance with all applicable regulations. However, we advise all doctoral and post-doc staff to formally communicate their intention to participate in the strike to their respective offices. In some cases, you may be asked to fill out a form to formally register your participation. This will allow them to record who has gone on strike and, in some cases, to apply a salary deduction, as is normally the case for RTDs, research contract holders, and post-docs: this is a symbolic gesture that helps to raise the profile of the strike and increase the percentage of participation. Those who teach on a contract basis may suspend their classes, deciding independently whether to inform their students, but they must clearly make up the class at a later date. Researchers, on the other hand, are not required to make up the class.

The abstention from work of some of us is not protected in the same way as that of employees, but that does not mean it is impossible!

We also invite you to inform your supervisor or principal investigator in advance of your unavailability for work, explaining your political reasons.

Another symbolic but significant way to participate is to reserve a seat in the library or study room and leave it occupied with informational materials about the strike (including this document), thus transforming university spaces into places of awareness.

AUTOMATIC EMAIL RESPONSE 

Although my position as a doctoral student/post-doc does not give me the right to strike, even though the University requires me to work full-time, similar to that of an employee, today I am joining the strike promoted by ADI for our category, suspending my work activities for the entire day and participating in the related demonstrations. I am downing tools becauseI because the budgetary measures implemented by the government are harmful to the interests of those working in research and continue the devastation of public universities in Italy.

By striking, I am also defending the right to study and public education for a more just society. I therefore express my solidarity with the Palestinian people for the destruction of their education system, with the devastation of schools and universities and the genocidal extermination of students, teachers, and knowledge workers. Our country and our universities are complicit in Israeli policies: I demand an immediate change of course in this regard. 

Today I am striking to reiterate that what is happening today in Gaza is NOT IN MY NAME.
